The winner will not necessarily be the fastest ship. Crews will be judged by the Americas' Sail board of directors on their sailing expertise in several areas, such as rowing, knot-tying, rope-splicing and line-throwing. Both Glen Cove and Greenport have histories as havens for sailing ships. Frank Braynard, curator of the American Merchant Marine Museum in Kings Point and founder of Americas' Sail, remembers Glen Cove teeming with yachts owned by Gold Coast millionaires. ''When I was a boy,'' said the 81-year-old Mr. Braynard, ''we would go down to the harbor and see tremendous vessels such as J. P. Morgan's Corsair, a beautiful black yacht.'' Greenport has been a noted shipbuilding port since the 19th century. ''Over 550 ships were built here, from schooners to barkentines to World War II sub chasers,'' said Merlon Wiggin, chairman of the board of the East End Seaport Museum and Marine Foundation in Greenport. Shipbuilding has dropped off in recent decades, but Mr. Wiggin said that there are plans to rebuild a marine railway, which is especially well-suited to the haul-out of vintage ships needing hull repair. The owners of more than 30 vessels from locations as far away as Honolulu and Vancouver have expressed an interest in having their repairs done in Greenport if such a railway is completed, he said.

In April 2007 she underwent a general overhaul which includes the addition of facilities for female cadets and crew in line with current diversity policies in the Navy and the updating of the engines and navigation technology. During the year Libertad was under overhaul, Argentine cadets sailed on the Chilean Navy school ship Esmeralda (BE-43). Long Islanders will be going down to the sea to see ships next weekend, when Glen Cove and Greenport will be co-hosts of Americas' Sail '98, a sailing competition for tall ships that left Savannah, Ga., on the Fourth of July. Vessels such as the Argentine Navy's 338-foot Libertad, the largest sailing ship in the Western Hemisphere, and the Kalmar Nyckel, a replica of the 17th-century Swedish ship that brought European settlers to the Delaware Valley, will sail into the two Long Island ports along with other vessels from the East Coast of the United States. Both towns have planned tours of the tall ships, sails with the public on board, concerts and other events during the stopover. Glen Cove's activities run through July 14 and Greenport's through July 15. Long Island is a return engagement for Americas' Sail, which stopped here during its first regatta in 1995. Host ports for the 23 ships that participated in 1995 included Oyster Bay, Greenport and Sag Harbor. The Simon Bolivar, a 270-foot, three-masted barque from Venezuela, won that competition and will be returning this week to defend her title.

ARA Libertad (Q-2) is a tall ship which serves as a school ship in the Argentine Navy. She was built in the 1950s at the Río Santiago Shipyard near La Plata, Argentina. Her maiden voyage was in 1962, and she continues to be a school ship with yearly instruction voyages for the graduating naval cadets. Her main characteristics are: Length (including bowsprit): 103.75m; Beam: 14.31m; Draft: 6.60m; Displacement: 3765 Tonnes; Masts: 3; Crew: 357 souls (including 150 naval cadets). Rigging: Square rigged. Three masts (Fore, Main and Mizzen with boom) and bowsprit, with double topsails and 5 yardarms per mast, which can balance up to 45 degrees on each side. Five jibs are fixed to the bowsprit, the foremast has 5 square sails and two jibs, the mainmast has 5 square sails and 3 jibs and the mizzen has 5 square sails and a spanker. Sail area: 2.652 sq. metres; max. height of mainmast 56,2 metres. Armament: Four Hotchkiss 47 mm cannons, 1891 model, which were transferred from the previous School Ship ARA Presidente Sarmiento and are used as a salute battery. She won the Boston Teapot Trophy in 1966, 1976, 1981, 1987, 1992 and 1998. In 1966 she established the world record for transatlantic crossing (only sail navigation) between Cape Race (Canada) and Dursey Island (Ireland), 1,741.4 nautical miles (3,225.1 km) in 6 days and 4 hours. The Commander of the ship was Commander Guillermo Franke, and the Boston Teapot was given away by Prince Philip, Duke of Edinburgh in name of Queen Elizabeth II, because she refused to do so, since the Captain's rank was not Admiral. She participated in the celebrations of the United States Bicentennial on July 4, 1976 by sailing in parade, with many other tall ships from all over the world, on the Hudson River, in front of New York City in what was called Operation Sail. Many spectators on the shores gave their backs to the ship, as well as to the Chilean Esmeralda, because these countries were then administered by dictatorships.
